The City of Thieves takes up a good amount of territory within the City. Although most of its business is conducted in taverns, gambling houses, sewers, and other such places there are actual parts of the City which is considered the territory of the king of thieves. Of course, the human king does not recognize this authority…But the city guards, also known as hounds, do!
No large crime gets done without being authorized by the king of thieves. If someone goes behind his back, he will have them killed. He and his people have an understand with the police. They pay them bribes so that they’ll look the other way when it comes to petty crimes. Larger crimes are harder. The understanding is that the police are on their own. They will never try to pin the king of thieves for a large crime, but that won’t try to stop them from picking up the man he hired!
If the crime was unauthorized, the king of thieves may give the hounds a little information. The thief king is very protective of his domain. He understands the need for a good economy. His ‘business’ (so to speak’ is reliant on it. If the City fails, so does he. That is why he must be in control of everything. He must have eyes and ears everywhere. The hounds let him keep his title because they know it is better to have organized crime than chaos.
The court is held at an old tavern called The Drunken Bunny. Anyone who pays respects to the king of thieves is welcome there. Outsiders are met with suspicion and sometimes outright hostility if they provoke it. All who exist under the thief king’s domain are expected to pay a tax. This is payment for their protection from the hounds. Behave! It is not wise to anger the thief king…
